The only problem I see looking back on it is it's throwing in multiple styles as one experience rather than pointing out how they're different and have different mindsets that lead to them. Then again, not everyone agrees with me and some will say all switching is the same

I told him recently that he should be the one to spearhead our visualization / forcing efforts and right now his plan is to periodically switch on and off visualizing each form.

He seems to think the best thing to do is get a basic gesalt of both forms, then move into detail in each one, switching on and off every other session.
i asked what their favourite colour is and i got a bunch of different colour names enter my head

Asking a tulpa about their favorite color might make them make it up if they haven't attach to any particular color yet. Inconsistent responses are normal if it's the case.

In my experience, people experiencing this just have a belief problem. If your tulpa is giving short answers getting long and meaningful ones is often a matter of letting them talk.
Since considering your tulpa to be "already trying to speak & act independently" is helpful to believe for developing tulpas, there's no need to get super distinct in "level of development"
I have OCD and struggle with self doubt a lot due to all the intrusive thoughts, so much so in heightened times I believe them, so I guess i get intrusive thoughts about my developing tupla too(edited)

For a developing tulpa to be more than nothing you just have to believe its developing. Thats mostly how you make advancement. As for the difference between a developing and a developed tulpa, you should not really think about it as its not really relevant.
Mostly we just sit next to eachother, and I feel them emotionally because they don't speak yet, if that makes sense. They are currently formless (like a cloud, as I want to give them the option of what form they take)
Try to ask something more complicated, maybe something you would ask yourself. Its suposed to feel similar to when you wonder or ask yourself something.
When you let your tulpa "see" this thought, the natural response to the feeling of wondering about something is to just answer.

Remember you are not going to wonder, its your tulpa who will.
The idea is that you get the feeling of getting a response that doesnt come from you. What you get might not make full sense, but its a good start. I hope it worked.
